I don't use Dreamweaver (DW) so I can't comment on how to do it via DW.  If you're going to be doing a lot more front-end markup (HTML/CSS), I'd suggest you move away from DW.  The code it outputs is not cross-browser complaint and doesn't obey the latest web standards.

But, to get a image background on your webpage, use CSS:

body {
 background-color:#FFF;
 background-image:url(path/to/image.jpg);
 background-repeat:no-repeat;
 background-position: top left;
}
