Q. Problem starting system after power failure

Typically this is due to a device driver problem and quite often the display driver. Therefore since you say you can get in to safe mode, I suggest removing the display driver and try restarting normally
If this doesn't work, you may want to try pressing the F8 key to get to the boot menu and try LAST KNOWN GOOD CONFIGURATION.
